Do you read ph levels on the ph paper when it is wet or dry?

Well, aren't you measuring what's on the pH paper? Why measure it after it's gone?
Measure it when it's wet... otherwise, the substance that SHOULD be on the paper in the first place that you are trying to measure the pH of vaporizes, and that defeats the purpose of getting its pH...
