Which one is lighter?
The lighter gas for every mol of that gas has to move faster. Just from the physical perspective. And so, the gas with the smaller molar mass moves faster.
Molar masses:
#M_(CO) > M_(He)#
Therefore, the velocities are:
#v_(He) > v_(CO)#
